This page tells you about the themes site, and also what each number in the download window stands for.

In the download window, a number is used to link to each site. As some themes can be found on more than one site, a number has been allocated to each main site. For sites that either have only a few themes (i.e. 1 or 2 themes), they are given the number zero (0). Here is a listing of what each site number is:
